main character can't complete quest steps if dominated follower accepted quest

I dominated a follower, found a village, and accepted a quest. When domination ran out my main character was unable to complete quest steps, but dominating the follower again allowed the follower to complete the step. However, the quest giver gave credit to the main character when turning in the quest.
