ok the reason is that i did a permanent domination body swap thing: i tried doing again a body swap in a new file and the quest failed to progress. since in the screenshoot i shared the quests required to bring back items, i was able to "complete" the second step of the quests even if the game didn't see me doing the first step (i accepted the quest first and then swapped body).
