IIUC (from looking at
PopulationTables.xml
), right now the blueprint of a randomly spawned data disk is always uniformly sampled among all available data disks. This makes it really tedious to try to collect data disks for certain blueprints, and in the early game it makes it challenging to collect blueprints you can actually use.
