Because of the added change to help randomise the secrets offered (I don’t know when it happened but after 204.86 at least), it’s presumably as likely to be obtained as any other secret, whereas previously you’d get it in a single digit number of secrets just about every time. It probably won’t hurt much to have it work this way, you’ll still end up with the secret eventually if you mill secrets through the usual methods or even go looking for it in the desert canyons yourself, but I imagine this wasn’t an intentional consequence of that change
