<Casey | Mu System> Quest will not progress, confirming quest step simply blinks out the menu and brings it back up. Unlike the "Canticle for barathrum" one though this doesn't lock me into the menu, it simply disallows me from completing the dynamic village quest. Player log included, made sure that interacting with busted quest NPC was one of the last actions I took before save and quit to ensure that newest logs are the relevant ones.
