Plant Trader in Kyakukya dead on arrival

I entered Kyakukya for first time and I see a pile of goods including a clay pot just southeast of mayor’s office. And the plant trader guy is missing so i guess he was killed somehow. I saw no blood or evidence. Whodunnit? One other odd thing. I enlisted the mayor so I could take his stuff (needed the Corpus had lots of fungus). And then i searched his chests and did a little friendly looting and unusually was hit by a confusion attack. The confusion passed and it didn’t seem like anyone was mad at me for stealing, but that was weird too, so maybe it could be related.
