Unable to mark target or use Bow and Rifle skills when firing at enemys

After pressing the fire key, hitting m or + to mark a target does nothing. If you mark a target with the ability menu, you are unable to use weapon skills like Suppressing Fire. Hitting the indicated key to use the skill does nothing.

I have tried resetting my binds to default and changing the binds to something else, but it still does not work.

This is on the newest beta build, 2.0.206.7
