Multi-bound buttons cannot be reassigned individually

It is possible for the same button to serve multiple functions in different contexts. For example, the default layout will have LB will serve as “Previous Page” when in menus, and “Wait” when adventuring.

It is not possible to create similar multi-bindings as a user. While this might be an acceptable limitation, it also results in an ability to reassign without eliminating BOTH, as reflected in the attached screenshot.

“Wait” is redundant, when tapping RT (with no direction pressed) does the same thing. I cannot reassign this key, however, without also clobbering “Previous Page” (which is essential).
