Seeker hunters are spawning with legendary Putus Templar thralls, despite not being allowed to have legendary thralls

HasThralls.IsSuitableThrall has a Proper check, presumably to prevent legendary creatures from being picked. Despite this, I’ve seen a few seeker hunters spawn with legendary Putus Templars as psychic thralls. One had absolutely no items, so a base object may be getting picked?
