Shields Blocking Ranged Attacks?

Why not? It seems perfectly fine that they would, and it would be within good balance. Shields in real life are effective against arrows. Bucklers too.

Additionally, some shields (mostly the high tier ones) could use some additional material resistances that they would apply on a successful block to help with fire-spewing enemies and the like.
