Creatures don't try to teleport aggressively anymore

I remember before Teleportation was changed to be more random, allies (and other creatures) would teleport to their targets. Now it seems they’ll only do so when pathing to furniture they want to use (and cheat because they teleport to the exact spot, probably still uses the old Teleportation behaviour). Creatures should attempt to teleport if even the least optimal spot will put them at least a few spaces closer to their destination. The weird “teleportation fails” message should also be fixed so they don’t occasionally waste their turn.
