From a bit of wandering about, the option to perform the water ritual with people with reputation with factions seems to be:

• Missing in the starting random village (checked marsh and salt desert ones)
• Present in static locations (only checked Kyakukya and the Six Day Stilt)
• Present with random legendaries in the world
• Missing in random villages (only found a non-starting marsh village)
