filter and export list of users for have subscribed to email list

High-Level Business Requirements * Admin should be able to search the user list in the backend of the website to find all * users who have subscribed to receive emails from the Council. * Admin should be able to export a list of all users who have signed up to receive email updates. * Admin user should be able to look at an individual user’s account to see if they are signed up to receive emails.

Current State When viewing user profiles in the back end of the website the Admin user has no way of finding out which users have signed up to receive email notifications from the Council.

The Admin user can not export this group of users.

Solution Approach When a user signs up for an account or changes their email preferences, their email preference is displayed in the backend of the website in their user profile.

A new filter option should be added to the backend of the website preference: https://www.bccf.ca/admin/auth/user/

Create a way for the Admin user to export the list that they are able to filter out on the user page: https://www.bccf.ca/admin/auth/user/
