Notices to user aren't visible enough, make in pop-up boxes?

Request: Users continue to express difficulty in seeing and noticing messages that are displayed in pop-up message bar at the top of the screen.

The above messages are used as notifications for users. They sit right at the very top of the page. Users report that they do not notice these notices and therefore have a hard time following their instructions or end up missing discount codes and so one.

We would like to change the notification style from the bar at the top of the page to a pop-up window that users have to click closed to more forward, similar to the window that are used on the following page: https://www.bccf.ca/bccf/memberships/
