Could not find org.grails.plugins:grails-datatables:0.14.
I am getting this error whenever I attempt to run a sample application. Is this plugin not available in any of the public repos?

Scratch that issue above. That was from me and I fixed my problem. Didn't have the repo in the list.
Does this plugin not work with 3.1.x as of now?

I have a version for grails 3.1. It's not yet published and may need some work. You're welcome to download it and try it if you like: https://bitbucket.org/ben-wilson/grails3-datatables

At least now it doesn’t exist in org.grails.plugins. Somewhere I noticed that it should be a newer version 0.15 but there isn’t any reference to datatables there.
Is there an alternative repo somewhere?

The plugin is available and is working for me. If you would like to zip up your sample app and attach it I'll be happy to take a look at it.
