Update community URL and introduction/acknowledgement sections

Currently the first section of the UPC spec 1.2 and the working draft 1.3 both list
our "community" URLs as:

    http://www.upcworld.org  and
    http://upc.gwu.edu

Where the first is currently a redirect to the second. 

The GWU site has become somewhat out of date and does not appear to be actively maintained
(or permit editing by other groups).

We should probably update the spec to reference an active community site. 

Options include:

* Leave as-is and find a way to update the GWU site
* Change second URL to http://upc-lang.org
* Change second URL to http://code.google.com/p/upc-specification/ (ie this site)
* Remove the second URL and update the first redirect regularly to point at the current
"best" community site(s)
* Remove all URLs and let people use search engines

    "Remove all URLs and let people use search engines" is the best way to be correct unless
    someone is committed to keeping the links up-to-date for years.  GWU appears to have
    failed at this task.

    At the 2/11/13 telecon, Bill agreed to progress this issue and propose finalized changes
    to the introductory sections by the end of February.
