Update the predefined macro "__UPC_VERSION__" for 1.3

In upc-lang-spec-1.3-draft-3.pdf Section 6.7.2, "__UPC_VERSION__ The integer constant
200505L." should be updated for 1.3 before the final release.

SVN r216 updates the version number to 201307L, for an expected final ratification in
July. This can be later adjusted if some major delay arises.

SVN r220 adds a missing change annotation to the version macro and bumps the date to
201309L
