Public release of Final spec

On the 11/15 telecon we resolved to ratify the current draft (with the few minor changes
that have now been committed).

Myself and Gary will work on generating the ratified document over the next few days,
with the plan to make it publicly available on Monday.

Below is the notice which will appear on the front cover of the final, change-annotated
version of 1.3 for public release. The normative, non-annotated version will have no
such notice.

Change-Annotation Note:
Change annotations appearing in this document are relative to the baseline
Version 1.3 Draft 1, which is believed to be semantically identical in every
detail to UPC language specification version 1.2 (ratified May 2005). Change
annotations in the spec body are for reviewer convenience only and are not
normative. The officially ratified and normative version of this document is
available at http://upc-lang.org.

The ratified spec has been uploaded to this site and upc-lang.org, and the release announcement
has been emailed.

The 1.3 release procedure is now complete.
