Validate Xcode-11

Apple has made public beta releases of Xcode-11.
This runs on at least Mojave and the (also in beta) next macOS release "Catalina".
It is likely to be non-beta before or around the same time as our 2019.9.0 release.

Initial testing with Xcode-11 showed no issues.
This task is to perform sufficient testing to have confidence there are no problems, and to enter issues for any problems found.

As of Xcode 11 Beta 6 (Xcode 11.0 / Build "11M392q"), there are no new issues in the current develop branches of GASNet or UPC++.

This includes testing on both macOS Mojave (macOS 10.14.6) and macOS Catalina Beta (macOS 10.15 / Build "19A536g").

Xcode-11 to Beta 7 (build "11M392r") looks good on both

• Mojave (macOS 10.14.5 / Build "18G95")
• Catalina (macOs 10.15 Beta 7 / Build "19A546d").

Apple has released "Xcode 11 GM Seed (11A419c)" to developers, where "GM" == "Golden Master".
This is Apple's final stage before a general public release.
Retesting with the same Mojave and Catalina mentioned above shows no issues.

"Xcode 11 GM Seed" still looks good on latest macOS 10.15 Beta 8 (build "19A558d").

"Xcode 11 GM Seed 2" (build "11A420a") still looks good on both Mojave and Catalina

Today the "11A420a" build previously tested (when known as the "GM Seed 2") was release officially via the App Store.
So, I consider this task to be complete.
