Unsupported platform errors are non-fatal

Paul Hargrove created an issue

The new configure script is ignoring the return code from platform_sanity_checks().
Consequently when we say "ERROR: Your C++ compiler is known to lack the support needed to build UPC++" (or another unsupported-foo error) the configure step does NOT stop.

    Nevermind - the behavior I described is NOT the case in develop (just a local-copy brokenness).
