dist_array: misc semantic questions

  1. Discussion topic: Should the thread-safe instantiation of dist_array statically require UPCXX_BACKEND_GASNET_PAR (aka UPCXX_THREADMODE=par)?

  2. Figure out view aliasing, copy construction and associated data ownership/destruction semantics - see the spec for more discussion.
