Implement UPCXX_SERIALIZED_DELETE

In our 2020-02-26 meeting we resolved to deploy a UPCXX_SERIALIZED_DELETE macro. Amir specified UPCXX_SERIALIZED_DELETE in spec PR #20, but we apparently forgot to implement it!
Based on my understanding this should be trivial and low-risk to implement, @john bachan can you please try to implement that today if possible?

I want to second Dan's "can you please try to implement that today if possible?"
However, the remaining issues in your pull request 184 should take priority if there is a conflict for your time.
Given the perceived low risk, I am willing to merge as late as 11pm Pacific today if it comes to that.
