Document best practices for progress thread holding master persona

The work Max has been doing to experiment with a progress thread in his TAMM work has exposed a lack of precedent and documentation for how to implement a progress thread which holds the master persona. There is a current (at the time I enter this issue in mid Jan) email thread which documents some of the questions encountered and the approach(es) available to resolve them.

We should produce some form of documentation (and maybe code in upcxx-extras?) to describe what we determine comprise "best practices" for a scenario like what Max has encountered in TAMM. Options include something in the Programmers Guide or a Markdown document in docs/ (and thus a page in the wiki) as we do for MPI compatibility.

I would like to see this delivered for Pagoda's next "outreach" milestone (due end of July 2021), but the UI doesn't have a Milestone for that specifically (and I rather not add one).
