Add INSTALL.md

Need to add INSTALL.md at the root level of the repo. It should have all the instructions needed to install/build, including the run-tests.sh.

The README.md should refer to that file, and the same INSTALL.md file should then be pulled into the guide to ensure instructions are in sync.
