RFE: make UPCXX_GIT_VERSION into a quoted string

Currently UPCXX_GIT_VERSION is "raw" output from git describe .... It would be safer if it could be a quoted string.

Turns out this macro is never exposed to user code, only watermark.cpp, so it's irrelevant.

We can either rename this symbol or just ignore it as-is.

This is an internal macro, and was renamed to a UPCXXI_ prefix in pull request #368. So, as mention in the first comment, there is no remaining action required here.
