GitLab CI control over library-only flags

@Dan Bonachea has observed that there is still a potentially valuable capability missing that had been hinted at in issue 516:

[...] if you wanted to add something it would be CI_MANUAL_CXXFLAGS, which would allow injection of flags for only the library build and not tests and not configure (complementing CI_EXTRAFLAGS).
