Create time and date display configuration settings

The MENU > Setup > System > Time Settings should have two additional setting to allow users to select their preferred format for time and date display.

Given the Unix base for this platform perhaps all the date formatting options from the "date" command can be offered to maximise the user customisation experience.

Once a format is selected that format should be used consistently throughout the UI.
