Second infobar timeout setting is missing from MENU>Setup>System>OSD Settings

In firmware versions 20140226 and 20140305, the Second infobar timeout setting is missing from MENU>Setup>System>OSD Settings.

Reproduction steps

Set MENU>Setup>System>GUI Setup>Setup mode to Expert, then go to MENU>Setup>System>OSD Settings. The timeout setting for the second infobar is no longer in the settings list.

Suggested fix thanks to IanB. Apply as a patch to enigma2/setup.xml.

Can't apply the fix in the source repository because enigma2/setup.xml ins't in it.
