Scanning on USB tuner uses default location, not configured location

In MENU>Setup>Antenna Setup>Automatic Scan and with the firmware's own terrestrial.xml, if you scan with only Tuner A, it scans the configured location (Canberra for me). However, if you scan with only tuner D, it scans with the default location (Sydney). If you scan with both tuners, it scans the configured location and then scans the default location.

The difference between a scan of Canberra and a scan of Sydney in Canberra is that the Sydney scan won't find the ABC channel, but will find all the others. Hence the missing ABC services.

I have confirmed this by loading an alphabetically-ordered terrestrial.xml, and when I do that, the scan with tuner D scans Adelaide when the location is set to Canberra.

If your Location is set to Sydney, you won't see this problem.

Reproduction steps

To reproduce, Factory Reset and scan with a location other than Sydney using the firmware's own terrestrial.xml. Then go to MENU>Setup>Antenna Setup>Automatic Scan, disable tuner A and scan. Make a note of the frequencies actually scanned. Compare thos frequencies with the terrestrial.xml frequencies for the location set in the Factory Reset, and with the frequencies for Sydney.
