Remove the "What do you want to scan?" setup wizard screen

Remove the "What do you want to scan?" setup wizard screen and default to clearing services before scan. This is the initial config, so there's no point in asking.

It should also default to scanning all available tuner types (e.g. DVB-T and DVB-C, and satellite, when/if it becomes available).
