C31's LCN 44 is missing from default Melbourne scan

Ian Brabham created an issue

LCN 44 for C31, UHF32, is missing from a default Melbourne scan.

See attached "tar -zcf etc_enigma2_20140409.tgz /etc/enigma2"

UHF32 is the last active channel scanned.

Reproduction steps

Install easy-gui-aus-4.0-beyonwizt3-20140407 from a usb stick.

Do a default initial set up for Melbourne, i.e. TZ="(GMT+10:00) Canberra, Melbourne, Sydney". Tuner region "Melbourne".

Go looking for LCN 44, no there!

    Note the terrestrial.xml used with the 10/4 scan is the proposed new one with the UHF Infill services split out. The results are the same when the default one was used on the 9/4.
