Up and Down buttons stop working in some sub menus

Ian Brabham created an issue

The Up and Down buttons just stop working in some sub menus, e.g. Power menu.

They work fine in the parent menu, but fail consistently in the same set of sub menus once triggered.

A restart GUI fixes the problem. (need to press 5 in Power menu because up/down do not work)

Reproduction steps

It just happens occasionally. No clear cause has been noticed.

    If the use of the buttons is restored after 60 seconds, then the most likely cause for the issue is the same as the root cause that prevented the MENU / OK buttons from working.

    I have seen this with 20140528 and the problem has lasted for a lot longer than 60 seconds.

    It was only some contexts that this problem has manifested. In some screens the UP/DOWN keys work fine, yet in other they would fail.

    This was caused by a duplicate name being used for an actionmap. Fixed a while ago and the problem has not been seen since.
