Add user level all tuner diagnostic screen

As suggested in a post by Raid there needs to be user screen that presents the status of all 4 tuners, i.e. channel, frequency, power, s/n, ber, etc.

Controls on the screen should allow you to choose a tuner and cycle through the all the LCN's, including the radio LCN's. The picture of that tuner should be displayed as a 1/4 screen pip style image top right of the screen.

When selecting an LCN that another tuner has already tuned that transponder frequency the transponder frequencies should be swapped between the 2 tuners. Thus allowing all transponder frequencies on all tuners to be eventually tested.

If a recording is to be effected by the operation a warning should be displayed with the options to stop the recording or not do the operation.

Given the issues with tuners being experienced in the field a diagnostic tool of this calibre is highly desirable and should not be considered a low priority.
