Add user control of timeout for "A recording has been started" popup

There has been some discussion on the forum about the length of the timeout for the "A recording has been started" popup. Some users think it's too short, others would prefer it to be shorter.

Peteru suggested it should be configurable, and the configuration setting only visible when "MENU>Settings>TV>Recording settings>Show message when recording starts" is enabled.

I am happy as is. i.e. once enabled you get 1 second popup.

The code says it's three seconds, but a forum user complained that it was only about a second. Others want it variously shorter or longer.
