Enhancement of up/down/left/right skip configuration

Proposed enhancements were discussed in the thread http://www.beyonwiz.com.au/forum/viewtopic.php?f=56&t=8871&start=40

The enhancement request is to allow all four buttons to be configured independently and to allow positive or negative skip values to be assigned.

There was a discussion in the thread as to whether preset skip values should be choosable or whether the user sets their own skip value. Not really fussed which as long as it is possible to set the following values

-600, -300, -180, -120, -90, -60, -30, -15, -10, -5, 5, 10, 15, 30, 60, 90, 120, 180, 300, 600
