[ParentalControl] Restriction on Parental Rating uses non-Australian terminology

In MENU>Setup>TV>Parental control, the setting "Protect on epg age" uses direct age-based settings values ("3+" "4+", "5+" .. "18+") rather than Australian Parental Ratings ("P", "C" ... "R"), and should use a label for the setting that reflects that the ratings aren't simply based on age (e.g. the distinction between "M", "MA" and "AV" is not age). perhaps something like "Protect on parental rating".

    [ParentalControl] Use Australian short codes for Parental Ratating ("P", "C", "G" ... "R") instead of age-based ratings ("3+", "5"+, ... "18+") to set service access limits.

    The codes are taken from Components.Converter.EventName.countries.

    [ParentalControlSetup] Change the setting name from one referring to age to one referring to parental ratings.
