Show tuned frequencies to 3 decimal places

Tuner frequencies are displayed in the GUI to zero or one decimal place. They should be shown to three places (i.e. 205.625MHz rather than 205MHz or 205.6MHz). Possible tuning frequencies in Australia are xxx.500MHz, xxx.375MHz and xxx.625MHz.

For example, the tuner frequency is shown to zero decimal places MENU>Setup>Information>Service YELLOW Multiplex and BLUE Tuner Status, and to one place in in the Auto scan.

    Most important, especially during early testing where it is vital to be able to see exactly what the tuning setup did. Particularly with the 125KHz offset stuff in play.
