Remove Enable 5V for active antenna option

Remove "Enable 5V for active antenna" from Tuner configuration.
Now that the DVB-T2 tuners require a modification to physically disable the 5V power output, this option is no longer required.

If possible this option should be triggered by the capability of the tuner module currently installed.
If the feature can't be detected by software but the model of tuner can be detected then perhaps a list of tuner models that support a switch-able 5 volt supply can be maintained to allow the UI to offer the option appropriately.
