Changing the language does not affect settings

Changing the language in the upper right corner does not affect the settings of a user. Therefore, making any other change to one's settings (e.g. change 'items per page' value) and saving the settings will switch the language back to its original value. Is that a bug ?

Some long time ago, changing the language also changed the settings, so at that time everything was OK. At the moment this is can be regarded as a bug. Solutions for a nice fix are welcome.
