Update URLRewrite Filter

Daniel Zoller created an issue 2015-02-25

Currently many things are broken.

e.g. we can't restrict the search with tags using /search/SEARCH/TAG because no "/" can be used in a search term.

somehow related to ~~#1934~~

After fixing this bug, please reenable the /search/SEARCH/TAG rules in the rewrite config.

What is causing this bug? Is it the URLRewriteFilter, the Tomcat, mod_proxy, or something else?

URLRewriteFilter decodes the url before matching and rewriting the request

The used URLRewriteFilter has got a version 3.2.0_jaeschke. Current version is 4.0.3. Any chance to know what exactly you fixed back then, @jaeschke?
