tag form fields on /editTags too small

The fields to change the tags of posts on https://www.bibsonomy.org/editTags are too small:

This renders the functionality practically unusable.

Fix: Set a minimal width for the form input and allow it to float below the post metadata, if the surrounding box is too narrow.
