for each page: a short description which explains, what that page shows

users want to know what they see. sometimes this is difficult to find out. Hence, add a description to each page. This description could be shown as a little box, or on request, or as a tooltip. Main problem: many JSPs are used for different pages (ie. user.jsp shows not only /user/USER but also other pages)
