Add the DICOMHERO OBJECTS library to the DICOMHERO project (as experimental library)

DICOMHERO OBJECTS is generated automatically by the DICOMHERO_BOOKWORM tool and exposes all the DICOM standard CIODs, modules, macros and functional groups.
Add the library to the project, but keep it in experimental mode.
