The color transforms should be able to calculate VOI/LUT and bit transforms

Paolo Brandoli repo owner created an issue

If the color transforms could calculate the VOI/LUT and apply it before the color conversion then the memory bandwidth would decrease. Also the bit shifting could be applied by the color transforms.
