Not enough incubation liquid in Incubator

There is still 475mB of Liquid Growth Medium in the input tank and 9 wheat in the progress slot with a full energy bar. Yet it still says that I don't have enough incubation liquid. It didn't seem to need that much Liquid Growth Medium per wheat when it was processing before.

It's always done that for me. I think it is intended.

I think if it wasn't intended and this was meant to happen when there was no incubation liquid in the tank Binnie would have probably made the messase say "No incubation liquid" instead of "Not enough incubation liquid".
