Flowers don't mutate (Botany)

Unless there is some undocumented requirement I don't know about, I am not able to get new flower species by cross-breeding. I have had adjacent flowers of different species growing together for days now, and they will form mixed-species hybrids, but there hasn't been a single new flower. I've tried with and without bees nearby, different soil types, etc. The mutatron is the only way I've gotten other species.
