Bug regarding incubator in genetics mod

I am playing the most updated version of regrowth and am finding it frustrating to use the incubator. This is because all liquids on the left side of my GUI refuse to work when below 23%. The machine displays the message "no fluid" when there is clearly functional fluid that was difficult to create and required many steps in some cases. I have tried removing and re-adding the fluids (this bug applies to all fluids, from water to bacteria) among other things, but none have worked.
