Can't craft emerald from emerald shard

As of version 1.7.4 there isn't a crafting recipe to create an emerald from 9 emerald shards. This was working in version 1.7.3b.

Latest forge for MC 1.5.2 and a ton of other mods (not GregTech). I can list them along with version if necessary.
