Windows executable for pygmentize

At the moment, pygmentize cannot be invoked directly on Windows since it's neither an executable nor a batch script, and lacks the correct file extension to be recognized and launched with python.

However, setuptools [http://peak.telecommunity.com/DevCenter/setuptools#automatic-script-creation allows the automated creation of an .exe launcher]. I would be grateful if this could be included into your setup script because it makes distribution of third-party tools which use pygmentize much easier (namely, [http://tug.ctan.org/pkg/minted minted]).

    I had reverted from setuptools to distutils scripts because of the port to Python 3.

    However, I now made it conditional, and if you're using Python 2.x and have setuptools installed, you will get a setuptools console_script. See [ec24a5b811ea].
