Warn if function was ignored due to duplicate definition

I accidentally duplicated a function definition in a file instead of moving it as I meant to. I then spent fifteen minutes trying to work out why the function was missing from the documentation. It would be nice if Sphinx gave a warning when a docstring is ignored because a duplicate definition of the function was found!

    What has removed the duplicate is actually Python, not Sphinx.

    The second definition just overwrites the first, and that's what Sphinx sees when importing the module.
